Planning Board Meeting Minutes

7:00 PM the Planning Board meeting was called to order.
OPEN SPACE RESIDENTIAL DESIGN BY-LAW, CMRPC: Megan DiPrete and Trish Settles from CMRPC, along with the Conservation Committee members Michael Scott, and Anthony Costello are in attendance at this meeting, to begin the creation of a new Open Space and Residential Development By-law. The intention of the meeting is to conduct a brainstorming session and identify specific goals the Town wishes to acheive with the new by-law. This is a presentation of a model 'Open Space Residential Development By-law outline, and they will be taking comments and suggestions from the Planning Board.
CMRPC is looking to improve the Cluster Development. Trish Settles conducted a discussion with the Boards with handouts. P. Harding stated that the Cluster By-law has not been used in 10 years.
M. Wronski who was Chairman of the Master Plan Committee, said they should be looking to preserve a scenic vistas.
Con Com had comments and questions regarding wildlife habitat, and from an engineers point of view, they should protect and enhance the value of real property.
CMRPC has Millbury and Douglas By-laws as examples.
O. Lies suggested adding 'throughout the town' to protect and enhance the value of real property.
P. Harding suggested that diversified housing stock will depend on zoning distribution. She also recommended adding common recreation areas or parks to secondary purposes. Some present By-laws may need to be changed/altered also. At the present time, active subdivisions range from 4 to 96 units. P. Harding talked about incorporating bonuses Green Technology and Low Impact Development.
Reducing the width of roadways for cluster development was discussed, P. Harding stating these are established utilizing safety standards and reducing standards for a development that has higher density with more frequent curb cuts might be a problem.
Process and Timeline: CMRPC will come back with an outline incorporating changes discussed at the meeting. Trish will get the outline to P. Harding before the meeting to distribute to the Board for review.
APPROVAL NOT REQUIRED, 20 Harris Street, Shanley: This is in an R-1 zoning district. The abutting property owners are exchanging equal areas of land to allow for the proper setback for an existing inground pool. Both lots contain the required area and frontage.
A. Bonofiglio motioned to approve. M. Wronski seconded. Vote 4-0, all in favor.
